
Independent “Rape Gang Inquiry Report” Published Amid Ongoing Debate Over UK Child Exploitation Failures
Rupert Lowe, founder of the campaign group Restore UK, has released a crowdfunded document titled the Rape Gang Inquiry Report, following a series of public hearings with victims, whistle‑blowers, and former officials. The inquiry was organised independently of government, with its organisers demonstrating that official channels had failed to fully investigate long‑standing allegations of organised child sexual exploitation across parts of England.

Alarmingly, PM Keir Starmer was head of the Crown Prosecution Service for five years (2008-2013) when grooming gangs were being investigated. He bears direct responsibility for not protecting the innocent.
The fact that these victims have had no justice for two or more decades is unfathomable.

Lowe and his team say they launched the project because they believed government bodies were “gate‑keeping” information to avoid inflaming racial tensions. The inquiry gathered testimony from survivors and professionals who alleged that warnings about organised abuse networks were ignored or suppressed.

Key Claims in the Rape Gang Report
The report’s executive summary alleges large‑scale institutional failure and asserts that previous estimates of victims number “at least 250,000,” though this figure is not recognised by government agencies or academic researchers. It further claims that a high proportion of convicted offenders in group‑based exploitation cases come from specific ethnic or religious backgrounds, i.e. Islamic groups. These claims are attributed to court records, previous inquiries, and testimony from contributors, including Oxford imam Dr. Taj Hargey.
‘Experts and officials’ have repeatedly cautioned that offender demographics in these cases are complex, vary by region, and cannot be generalised to entire communities. The Home Office has previously warned that focusing on ethnicity alone risks obscuring the broader patterns of abuse, which occur across many contexts. Yet this is such an obvious deflection of the truth that men of Muslim faith are the root problem and that Islam is fundamentally incompatible with Western behavioural norms.
Institutional Failures Highlighted
The report argues that police forces, local councils, schools, and social services across “40% of the UK” received warnings or reports but failed to act. Some whistle‑blowers told the inquiry they believed cases were downplayed because authorities feared accusations of racism or political backlash in areas with significant minority populations.
Others alleged that internal reprisals were directed at staff who attempted to escalate concerns. These claims echo findings from earlier government‑commissioned reviews, which documented instances where professionals hesitated to intervene due to concerns about community relations.
Government Position and Conflicting Data
The Home Office maintains that existing research shows most child sexual exploitation offenders in the UK are white men, reflecting broader population demographics. A 2022 government report also found that police forces frequently failed to record the ethnicity of suspects, making it “impossible to determine whether any ethnic group is disproportionately represented” in network‑based abuse.
This lack of consistent data collection has fuelled ongoing disputes between campaigners, researchers, and officials about the true scale and nature of the problem.
The Home Office position is untenable in the face of what is clearly evident from simple observation of offender names and many formal reports.
Public Trust and Political Fallout
While Lowe is a vocal critic of the current political establishment and immigration policy, the report’s publication adds to a long‑running crisis of confidence in how UK institutions handle child protection. Previous inquiries—both governmental and independent—have already documented serious failures in safeguarding, oversight, and accountability.
The new report will further intensify pressure on the Starmer regime.

Many Aussies hold concerns about the number of people being admitted to this country that have no intent to fit in. Instead of assimilating into a culture shaped by its Judaeo-Christian heritage, there is growing alarm over immigration which brings a violent political ideology wrapped in an Islamist religion.
It is no longer time to just be quiet, but instead we must speak against the current insane government policies.

Thank you Kym, may this report see the beginning of recognition and justice for thousands of traumatised young women; and an end to a wicked, valueless Government.
From my understanding, the situation with the rape gangs goes back as far as 1955 in the UK, that is, a rather long time. At the core is the poor Islamic view, and teaching against women and particularly non Muslim women- namely Christians and Jews. An example is the enslavement of millions of East African women and girls to Arabia and other Middle Eastern countries over the centuries gone by.
I have pages of Islamic teaching from the Hadiths here on female circumcision. And there are honour killings which happen here in Australia. I recall a Muslim man ringing me up about what he saw firsthand outside a high rise block in the city of Melbourne some years ago.
My own view is that earnest prayer to our loving God is the only way to get breakthroughs in this serious situation- for the victims, the perpetrators and the communities affected by these gross sins.
In my opinion, here’s the best takeaway from this report:
