When Donald Trump’s pick to run the Justice Department promised to take action against the dark forces behind the abortion pill explosion, he probably didn’t expect to start anytime soon. That all changed on Thursday, 16 July when Senator Josh Hawley (R-Mo.) pulled back the curtain on a sinister underground network trying to pump mifepristone into all 50 states.

Plan C, an under-the-radar organisation that’s coaching people to break the law, has been a one-stop shop, helping women (and predatory men) get their hands on a drug that seriously hurts almost 11% of the moms who take it. This criminal operation, Hawley demanded, needs to stop.

Abortion Group Proudly Flouting Federal Law

Although most Americans have never heard of Plan C, the group has been around since 2015, quietly devising ways to bypass the law and, in their words, “normalise the self-directed option of abortion pills by mail.”

On their website, they proudly admit, “We envision a near future in which the ability to end a pregnancy is in the hands of the person who seeks it.” Notice that they say “person,” not “woman,” suggesting that they’re quite fine offering their services to men who are looking for a stealthy way to poison or coerce their significant others.

More than 10 years later, this well-oiled machine is matching users with lists of abortion drug options from “U.S. clinics,” “online clinics,” “community networks,” “websites,” and “in-person clinics” — no matter what their state laws say.

If you search for Texas, for instance, one of the states that outlaws mifepristone, 17 results pop up that people can filter by “pills in advance,” “discounts available,” “free with Medicaid,” and more. There’s a detailed list of pricing, delivery timeline, age limits, and how late into the pregnancy each source will agree to provide the drugs — some well past the FDA’s 10-week limit.

Under the frequently asked questions, there’s a section called, “Is this legal? Can someone get in trouble for using abortion pills?” To that, the organisation virtually scoffs, writing:

• “Research shows that hundreds of thousands of people have received and used pills by mail over the past few years with no legal problems.
• “But, in rare cases (less than 1%), people have gotten in legal trouble, even though most states don’t have laws against doing your own abortion.
• “Legal risk can depend on where someone lives, their identity and how far along they are in pregnancy. Also know that even if something isn’t a crime, people can still be targeted by law enforcement.”

What Plan C doesn’t say is that this entire mail-order smuggling ring is absolutely illegal under the Comstock Act, which bans the shipping of mifepristone across state lines. Knowingly sending these pills into a state like Louisiana that’s outlawed the abortion drug is another crime — yet the group’s 2025 annual report brags that “access to abortion pills by mail is unstoppable.” In fact, the website encourages people to stockpile the drug in advance, which is the height of irresponsibility considering the complications associated with the drugs.

‘Sick’ and ‘Demonic’: Selling Baby Onesies Celebrating Abortion

In a sick twist, Plan C even hosts an online store, where rabid supporters can buy everything from “Abortion by Mail” waist/hip bags and crewnecks to baby onesies. Apparently, they think there’s a market for parents who decide not to kill their children to advertise the option to others. “Abortion Pills Are for Every Body,” the infant outfit proclaims.

It’s truly unfathomable, even demonic. “Need to be unpregnant?” reads a $29.99 yard sign with a QR code. “Abortion pills are magic,” another cheery water bottle with wand-carrying cartoon carriers claims.

This peddler of death is exactly what the Trump administration should be demolishing. And it could, if it stopped standing on the sidelines where the abortion drug is concerned. “The Comstock Act applies here,” Family Research Council President Tony Perkins insisted. “Plan C’s illegal mailing of abortion drugs is happening because the Trump administration is following a Biden DOJ opinion on the Comstock Act, instead of withdrawing it and enforcing the law.”

Counting on Trump Administration Indifference

But leftist organisations like this are counting on the president’s indifference to push the boundaries of their radical agenda. They’re basically daring the Justice Department to intervene, priding themselves on the fact that Texas, Florida, and Georgia — which have some of the strongest pro-life laws in the country — are “the top 3 state pages for website visits.”

And their ambitious campaign only gets bigger and more devastating as they develop ways to manipulate AI in search results (annual report page 8), plan community road trips into all 50 states and U.S. territories (page 16), reach 18 million search impressions (page 7), collaborate with leftist doctors (page 12), plaster cities with misinformation (page 14), and weasel their way into major news outlets (page 19).

A Critical Call for Federal Action

Acting Attorney General Todd Blanche should be breaking down Plan C’s door and ripping out the “left-wing dark-money operation” by its roots. As Hawley noted, this organisation is “claiming to be a ‘public health information campaign’” when it’s actually “the referral hub for shipping abortion pills into states where they’re banned.”

In his letter to Blanche, the Missourian presses for a criminal investigation into Plan C, underscoring that it offers the pills a month later than the FDA allows, helps users bypass the law, and “directs residents of those states to e-commerce websites that sell and ship dangerous pills with no prescription, no identification, and no medical consultation of any kind. By Plan C’s own description, these websites ‘sell generic abortion pills that are not regulated or inspected by the US government,’ and ‘Plan C tests these websites by buying pills from them.’”

It also “instructs users to protect their ‘digital footprint’ against investigations, recommending privacy-enabled browsers, virtual private networks, and encrypted email. Its own FAQ acknowledges that people face legal jeopardy for obtaining pills through the services it lists and tells readers it is ‘up to every individual to decide what level of legal risk they are willing to take.’”

This conduct, Hawley emphasises, “squarely implicates federal criminal law.” “I therefore respectfully refer this matter to the Department to open a criminal investigation into Plan C, its relationship with potential co-conspirator manufacturers, and the network of suppliers it promotes. That includes the foreign clinics and no-prescription vendors shipping drugs into the United States.”

He concludes by thanking Blanche for his commitment to act on the mifepristone crisis at last week’s confirmation hearing but urges action against Plan C to make good on those promises.

The Health Risks: Why Women Need Protection

As FRC’s Joy Stockbauer warned The Washington Stand, “The abortion drug black market does not offer women health care — it offers them unregulated drugs manufactured in foreign countries that do not abide by FDA safety standards.”

“Even in its current FDA-approved formulation, the abortion pill mifepristone is currently under a federal safety review because of its proven dangers to the women who take it,” she wanted people to know.

“Women who consume a version of this pill shipped across our borders, with no lab testing to verify the actual contents of the drug, face exacerbated danger.”

Organisations like Plan C “and other illegal abortion drug marketplaces prey on vulnerable women and enable abusive men,” Stockbauer cautioned. “It’s time to stop pretending that the abortion drug Wild West actually empowers women. And it’s time for the federal government to step up and enforce the law.”

No Excuse for Inaction

It’s been two years since Trump’s election, and Americans are still waiting for him to intervene in a crisis that he showed no hesitation resolving six years ago. That inaction means that our country is operating under the radical policies of a Democratic administration. “[Biden] wanted to make sure that no matter what the Supreme Court said, no matter what voters say, no matter what the state legislatures do or Congress, abortion on demand would remain in America,” Hawley has explained. “And his tool for doing that was the abortion drug getting mailed into every city, every town, every state in the Union. We have got to put a stop to that. … We know it is inherently unsafe. It is inherently prone to abuse. It is a drug that causes the mother to go to the emergency room with a life-threatening condition in over 10% of cases — more than 1 in 10. My view is we need to just ban it.”

Protecting women from a drug that’s dangerous to their health should be the priority of both parties. And frankly, Professor Robby George laments, we shouldn’t have to beg President Trump, once the most pro-life president in history, to do it. “The Trump administration has no excuse for its policy here. There’s no excuse for it at all. They’re not bound by that Biden Justice Department… or anything of the kind. The Trump administration is simply on the wrong side of this issue.”
