The Albanese Government has adopted 35 recommendations from Aftab Malik’s Islamophobia report without revealing which ones, while ignoring the Australian Christian Freedom Index’s findings on Christian persecution.

Most Australians will be unaware that our Prime Minister has been on a warpath since 30 September 2024. In response to massive public pressure for him to respond to the growth of antisemitism, before the Bondi Terrorist Attack, he appointed a Special Envoy to Combat Islamophobia, Mr Aftab Malik. Mr Albanese set himself to go to combat.

After 12 months of work, on 12 September 2025, Mr Malik delivered to the Prime Minister his report for “Combatting Islamophobia”, entitled: “A National Response to Islamophobia: A Strategic Response for Inclusion, Safety and Prosperity” – The Malik Report.

Malik’s report targeted 12 Commonwealth departments and institutions with 54 recommendations that presented around 180 major changes to Australia’s democratic and cultural landscape.

Ten months later, following public pressure from Malik, the Prime Minister stated on 18 July 2026 that he had accepted 35 of Malik’s recommendations and rejected 19 of them.

I had paid close attention to Malik’s 2025 report on “Combatting Islamophobia”. I wrote an analysis and review of Malik’s report, so I was very keen to find out which 35 recommendations of Malik’s original 54 recommendations, that the Prime Minister had approved for implementation.

Searching for the Missing List

The most obvious place to check for the approved 35 was the Albanese response-to-Malik document that the Prime Minister waved before us during his nationally televised statement on Saturday 18 July 2026. I downloaded the document and searched for the 35 approved Malik recommendations and the 19 rejected recommendations.

Strangely enough, the Prime Minister’s “Combatting Islamophobia” document — the Prime Minister’s response to Malik — did not list the 35 accepted recommendations, nor did it list the 19 rejected recommendations.

Rather, the Albanese response document presented us with four general headings that would give any mother a warm feeling about “Combatting Islamophobia”. The Albanese Response-to-Malik headings are:

• Education and awareness
• Protection and support
• Building social cohesion
• Accountability and responsibility

Who wouldn’t feel secure about these categories? There wasn’t an Islamophobe in sight! Unfortunately, nor was there any sign of the 35 recommendations that the Prime Minister had accepted about Islam and Islamophobia!

So, the document covering the 35 recommendations that the Prime Minister had accepted on behalf of the Australian people did not state which of Malik’s 35 recommendations he had accepted.

During the next few days, I spent time inquiring of Commonwealth government departments and various politicians, including my local Labor MP and her chief of staff, which of the 35 Malik recommendations the Prime Minister had accepted.

Every inquiry turned up with a negative response. No Commonwealth department staff member, no local Labor MP or staffer had any explicit list of which Malik recommendations the Prime Minister had approved and which recommendations he had rejected.

The Hidden 35 and What They Touch

It was clear to me that all was very unclear. The Prime Minister did not disclose which Malik Islamophobic recommendations were to become a part of Australian law and culture.

Suspicion gained the better of my mind. It seemed that the Prime Minister was keen to camouflage his intentions when it came to Islamophobia and Islam. I started to label this missing list of 35 recommendations as “The Missing 35”. After much unsuccessful searching, I have re-labelled “The Missing 35” to be known as “The Hidden 35”.

However, I am convinced that deep down in the bowels of Labor intrigue, there must be a clearly stated list of those 35 approved recommendations, somewhere. The PM said that there are 35, so there must be 35, somewhere.

Certainly, when one examines the 4 “Motherhood Statement Categories” listed in the Albanese Response-to-Malik document, we are not in any way allowed to know which of the Prime Minister’s “Combatting Islamophobia” changes he intends to impose on Australia.

So, the Prime Minister has collapsed “The Hidden 35” into “4 Motherhood Statement Categories”.

The problem with Albanese merging “The Hidden 35” into the “Motherhood 4” is that we have no clue what the pro-Islamic changes the Prime Minister intends to impose upon:

• The Australian Public Service
• The Australian Federal Police
• Australia’s counter-terrorism laws, policies and procedures
• State and territory police
• Human rights
• Free speech laws
• All Australian students from pre-schoolers and school children to bachelor’s, master’s and doctoral students
• The Australian school curriculum, especially in history, ethics, the humanities, the arts etc.
• Lawyers, teachers, school principals, school ancillary staff
• The Parliament of Australia
• Politicians, parliamentarians, their staff, and political parties
• Australia’s workplace and employment conditions
• All forms of public communication – the media, film, TV and online
• Immigration, citizenship, visas
• Cyber security
• Multicultural affairs
• National security
• Social cohesion

One Religion Favoured Over Others

The list goes on, extending its “Combatting Islamophobia” tentacles into all areas of Australian public life. These areas targeted by Malik are both wide and deep. Malik has not missed a beat. As Professor of Law, Dr Augusto Zimmermann stated, the long reach of Malik’s report is “a whole-of-society response, spanning government, law, health, education, media, sport and political culture.”

So, because “The Hidden 35” are very cleverly hidden, the Australian public needs to be very concerned about what powers, privileges and exemptions the Prime Minister has handed on a platter to one religion, that of Islam and to Islam’s religious adherents.

Further, it is clear that whatever powers, privileges and exemptions “The Hidden 35” presents to Muslims and to their religion, the same powers, privileges and exemptions are not offered to other religions such as Buddhists, Sikhs, Jews, Christians and atheists.

Sadly, Prime Minister Albanese has accepted Mr Malik’s National Response to Islamophobia report and is enacting 35 of these recommendations, but is ignoring the National Report on the persecution of Christians in Australia.

The Australian Christian Freedom Index released on 28 May 2026 in Federal Parliament lists 27 recommendations to tackle Christian discrimination and persecution in Australia. The Prime Minister has so far ignored this report and these recommendations. The silence is deafening.

Whose Freedoms Come First?

Is Islam the new religion of the Labor Party?

Given that Aftab Malik’s title is Special Envoy to Combat Islamophobia, is the combat against Islamophobia, or is the aim of the combat to take the beaches of Australia’s institutions?

Where is this warfare, instigated by the Prime Minister, meant to be fought? Are our Commonwealth Departments, our schools and universities, our counter-terror agencies, our law enforcement agents, our parliaments, judiciaries and bureaucracies trained and equipped for warfare? Or are they defenceless entities, waiting to be taken by adversarial ideologies?

Why a war? Why combat? Are we purposely kept unaware that 21st-century warring ideologues are looking to take over our democratic ground? Did we not sing “for we are one and free”? Why would we want to cede the secular ground of our society’s democratic institutions to one religious group? This “Combatting Islamophobia” process seems to be combat by stealth and secrecy.

Are we hobbling towards a society with a preferred religion, by stealth, that enjoys privileges that no other religious group enjoys? Where is the equality of all being equal under the rule of law, common and equal to all Australians?

All Australians should be asking the Prime Minister, “What are your Hidden 35”? As one politician once asked, “Please explain,” and I would add, “Please explain, clearly.”
