Hillary Clinton’s Plot to Frame Trump as Russian Asset Exposed in Newly Declassified Files

Files just declassified from 2016 confirm efforts by Hillary Clinton’s campaign to deceive the public with a false Trump-Russia narrative, manipulate the election in her favour, and distract from her infamous email scandal.

A newly declassified US intelligence annex reveals that Hillary Clinton personally approved a covert plan to “smear” Donald Trump with false allegations of Russian collusion during the 2016 US presidential election, in an effort to deflect from her own unfolding email scandal.

The disclosure, released Thursday, stems from Special Counsel John Durham’s multi-year investigation and includes internal memos from Obama-era intelligence agencies and Clinton campaign operatives.

The documents point to a coordinated effort, backed by top Democratic Party figures and donor networks tied to George Soros, to manipulate public opinion and involve federal law enforcement in a disinformation campaign to hamper Trump’s 2016 run for the White House.

Clinton’s foreign policy adviser, Julianne Smith — who was promoted to US ambassador to NATO under President Biden — is named as the architect of the scheme.

One of the memos detailed a double-edged strategy: “A two-prong DP [Democratic Party] opposition is focused on discrediting Trump… the Clinton staff, with support from special services, is preparing scandalous revelations of business relations between Trump and the ‘Russian Mafia.’”

Hillary Clinton Plot Predated Russia Probe by Months

The memos date from March to September 2016 and indicate that then-President Barack Obama and senior intelligence officials were briefed on Clinton’s plan to accuse Trump of colluding with Russia — months before they launched their post-election probe against Trump.

On July 27, 2016, a Clinton-linked email bluntly stated: “HRC approved Julia’s idea about Trump and Russian hackers hampering US elections. That should distract people from her own missing email, especially if the affair goes to the Olympic level.”

It also noted that the Clinton campaign aimed to “make the Russian play a US domestic issue,” using media outlets and allied cybersecurity firms like Crowdstrike and ThreatConnect to disseminate the claims.

“During the first stage of the campaign, due to lack of direct evidence, it was decided to disseminate the necessary information through the FBI-affiliated… technical structures… from where the information would then be disseminated through leading US publications,” wrote Open Society Foundations vice president Leonard Bernardo.

The declassified files show that federal agencies — including the FBI and CIA — were aware of the Clinton campaign’s strategy, but instated of putting a stop to it, pushed ahead with the now-disproven Russia narrative that would haunt President Trump throughout most of his first term in office.

Republicans and Trump Officials React

Republican Senator Chuck Grassley, who requested the declassification, accused the Obama-era FBI of failing to investigate the Clinton campaign’s plot.

He said the FBI “failed to adequately review and investigate intelligence reports showing the Clinton campaign may have been ginning up the fake Trump-Russia narrative.”

“These intelligence reports and related records, whether true or false, were buried for years,” Grassley added. “History will show that the Obama and Biden administration’s law enforcement and intelligence agencies were weaponised against President Trump.”

In a statement accompanying the release, former Director of National Intelligence John Ratcliffe said the annex exposed “a coordinated plan to prevent and destroy Donald Trump’s presidency.”

Attorney General Pam Bondi and former FBI official Kash Patel, who oversaw parts of the declassification process under President Trump, said the disclosures were vital for public accountability. Patel described the files as confirmation that the intelligence community was used “as a political weapon”.

This week’s document dump has reignited questions about the integrity of US democratic institutions and the role of partisan actors — particularly within the US intelligence community — in shaping public narratives.

One of the most alarming revelations is that the Clinton team’s plan — known to key Democratic figures, intelligence operatives, and George Soros-linked donor networks — was circulated before the FBI even opened its now-discredited Russiagate investigation.

That investigation would lead to years of division, multiple congressional inquiries, and widespread public confusion over foreign influence in elections that are only now being put to bed.
