
Hallett Inquiry Covid Report: Political Whitewash
The Hallett Inquiry’s 800-page Covid report is a costly whitewash, ignoring accountability, misrepresenting modelling, and dismissing alternatives like Sweden—failing to confront the true social and economic costs.
On 20 November 2025, the Hallett inquiry into the UK Covid experience published its 800-page Module 2 report. An inquiry of, by, and for lawyers, it is a carefully curated political whitewash with no forensic exploration of the truth and no hope of any accountability.
It collapses the most consequential public policy decisions in British history into a problem of mere timing caused by process failures. Far from revealing what happened, it is a testament to the refusal of the state to admit error.
Many leaders are happy to engage in serial apologies and consider reparations in the name of the state they represent for incidents of alleged wrongdoings deep in the past well before their time, especially if these demonstrate their progressive pieties. But they seem incapable of acknowledging, saying sorry for, and offering compensation for instances of states behaving badly during their own time in office.
Far from mollifying critics looking for acknowledgement and accountability, the report will bring back the anger and rage associated with governments’ Covid excesses. It reveals the chair, former Court of Appeal Judge Baroness Heather Hallett, to be science- and numeracy-illiterate, with an inability to grasp complex facts and little capacity for logical reasoning.
‘Had a mandatory lockdown been imposed’ one week earlier, the report concluded, ‘modelling has established that the number of deaths in England in the first wave up until 1 July 2020 would have been reduced by 48% – equating to approximately 23,000 fewer deaths’ (Vol. I, p. 5).
This is a truly astonishing assertion. It demonstrates a complete lack of understanding of modelling. They do not ‘establish’ any conclusions. Rather, they are built on assumptions and their outputs are speculative and often contentious forecasts – guesstimates – dressed in pretend mathematical precision.
Questionable Basis
Professor Neil Ferguson, whose modelling is relied on for the assertion, is widely discredited for a history of predictions on other diseases that proved to be excessively alarmist by orders of magnitude. Every time his Covid modelling was able to be measured against reality, it came up short.
Sweden falsified the modelling which predicted the loss of 35,000 lives in the first wave without immediate lockdown; the actual figure was 6,000. It saved more lives than the UK. Rather than an exception that proved the rule, Sweden was the control case that falsified the narrative by sticking to the pre-pandemic script and therefore must never be mentioned.
Besides, Ferguson’s paper, on which Hallett relies, also conceded that an earlier lockdown could have resulted in a larger second wave by deferring and not averting further infections. There is another way of showing that inconvenient truth. On 5 May 2021, in an article on the Pearls and Irritations site in Australia, I wrote that Figure 1 is ‘graphic evidence of the policy-invariance of Covid-19 with regard to non-pharmaceutical interventions, where the infection, hospitalisation, and mortality curves have followed their own logic and remarkably similar trajectories.’
A second interesting feature about the graph is the broad convergence of the end of the first curve by the end of summer in 2020. Czechia had instituted lockdowns early, and its performance until that date, enthusiastically lauded in the MSM, appears to justify Hallett’s claim that more lives could have been saved had the UK gone into strict lockdown a week earlier.
But the explosion of Czechia’s mortality toll in autumn 2020 is the truer picture, decisively invalidating Hallett’s assertion of the net difference in mortality. As David Livermore, a retired Professor of Medical Microbiology at the University of East Anglia, comments in the Daily Sceptic in his article on the Hallett report: ‘At best [Czechia’s] early lockdown delayed deaths; at worst it displaced the pandemic into the winter when people, with less sunlight and lower vitamin D levels, are more vulnerable to respiratory viruses.’

Hallett’s overall, seemingly predetermined conclusion, at a cost of £192 million (US $250 million), is that the lockdowns were too little and too late. Prime Minister Boris Johnson should have panicked sooner and deeper. She failed to engage with any cost-benefit analysis, refused to assess the full range of short- and long-term harms of lockdowns and wilfully ignored the contrary example of coercion-lite Sweden, whose key pandemic control measures were recommended guidance, whose Covid and all-cause mortality metrics were not worse than average European results on any study and significantly better than almost all in most studies, but whose collateral harms were considerably less.
Simplistic Solution
Human beings are family- and community-oriented social animals. Sharing food and drink at home or in restaurants, enjoying the cinema, watching live sport, appreciating a concert or a play are not optional add-ons but fundamental to our daily life as human beings. The misnamed ‘social distancing’, by contrast, is profoundly anti-social and rubs against every fibre of human civilisation.
By way of analogy, consider deaths from road injuries. According to Our World in Data, in 2021, there were 1.2 million road fatalities worldwide: 52,800 in Europe, 41,300 in the US, 3,300-4,300 each in France, Germany, and Italy, 1,600 in the UK, and 218,400 in India. By definition, thousands, tens of thousands, and even hundreds of thousands of deaths could be averted in individual countries and over a million in the world by banning cars altogether.
Such a ban is not even remotely on the agenda for consideration because of the absurdity of focusing on one single-cause mortality at the cost of all other social and economic variables that underpin modern social life. Yet, Baroness Hallett clearly believes that the Johnson government should have focused solely on Covid deaths, collapsed the National Health Service into a Covid Health Service, and simply ignored the collateral costs and damage to the very fabric of British life, just as she continues to do in her report.
Hallett is also critical of the 2021 Omicron variant lockdown that was rejected because had the variant been more severe or the vaccine less effective, ‘the consequences would have been disastrous’ (Vol. I, pp. 8, 438). The scientists were wrong, the government was proven correct, but the Baroness is so much in awe of the former that she criticises the latter for its right judgment call. Remarkable. On this logic, we should never be permitted to cross the street even when the light turns green at a pedestrian crossing. Quelle horreur. Just because we made it across safely does not mean that we could not have been killed in the endeavour.
The long-suffering British taxpayer may be owed a full refund of the £192 million expenditure racked up by the inquiry thus far, and the government should shut it down forthwith.

My experience. Thousands fled Melbourne the first chance they got driving up rents and housing prices in the country towns, out bidding the poorer locals driving them away to smaller towns with no services like Drs and Hospitals or public transport. Businesses closed, people lost their lifelong homes. Our town we lived in was locked down in temperatures of 30s to 40s and every time we stepped out we had to wear masks whilst the nearest covid cases were 200km away. We would go for a bush walk for our allowed time and the police were driving on the bush tracks checking number plates and fining anyone just 1 kilometer over the 5 km limit from their home. Walking in the bush away from people hurting nobody. All this saw the landlord cash in and evict us so she could put the rent up higher than allowed. Trying to get another rental was useless, real estate people we knew became like strangers all going for the highest bidders from out of town, rents jumped by a minimum of $100 to $150 per week plus whatever the out of towners offered above to get them. Our home town became like we were scum and had no place for us. So we moved to a roughneck smaller one that was a nightmare with psycho owners no medical or real transport and a tiny rip off supermarket. We had to move again, to a town now with nothing, no shops, no medical, no transportation. Owner used us the sold up after 12 mths. We are now in a town with no Drs, 1 rip off supermarket and now having cancer we had to travel 260km round trips to see Drs and specialists, I had an operation last friday and had to get the Flying Dr road transport to take me to the hospital and thankfully the hospital gave me a taxi voucher to get home. This is our life thanks to the Andrews Govt. We have lost all our friends and both are not well enough to get out and make any new ones, we lost our hometown and everything we knew and had built up with people.
We have God, Father Son and Holy Spirit which to us is everything we need now. Our past life was destroyed totally by the Govt though. Moving those times destroyed our meagre savings too. The stress was off of the charts and I still feel a kind of trauma feeling over it all. I still to this day feel sick every time I hear a message tone on my phone after 3 yrs of getting message after message from the owners who disregarded any tenants rights driving us mad. At one stage the owners from the first move told people in the town we were mentally ill and had threatened their lives! We’d get messages up to 4 times each day and theyd rock up every week up to 3 times a week. Next place the owner would turn up with his dodgy wanna be crim mate walking around the house checking things out. Messages too from real estates telling us the owners putting the rent up, then a week later they contact again saying its going up even more.
Yeah, I still feel sick every time I hear a message alert. Thats been and still is mine and my wifes covid lockdown experience from the Andrews Govt. As a result we have become almost recluse only going anywhere when we really have to.
And Melbournians are still suffering under Stockholm Syndrome and they can’t see it….
It’s a sickening reality that you have lived through Jon. Many recall their own experiences in this time with trauma etched in their memories.
Yet, today that Government is likely to retain power. They are just as lawless as they were under Andrews. And people applaud what he did as a success.
Still safe and effective, and saved countless lives. The echo chamber is still louder than truth. Opening our eyes to see what has happened since Covid in Victoria reveals social devastation and breakdown. Children haven’t recovered scholastically. Machete bins and racial division are the bread and butter of these socialists.
Divide and conquer was highly successful.
Still is.
And nobody is held accountable.

Thank you for the report. It reveals much about denial and not wanting to be accountable. At least we did hear it was an ‘experimental vaccine’- but very soon after that we heard in all media, Govt and doctors’ reports that it was ‘safe and mandatory’
The reply above from John D. is like a nightmare to read and Covid link to cancer has come up often as a subject. May God look after John and his wife.
It is tragic what occurred and apart from many dying or becoming ill post vaccine, there were so many children affected by mental health stress as they were either in isolation within a school or at home. Adults too with loss of job, loss of homes due to rent hikes, loss of freedom and much else suffered. Many churches felt too they must either close for the time and go on line or take a stand for or against the vaccine so it caused division.
Whilst all this occurred there were many who invested in pharmaceutical companies who grew very rich (some Like Dr Fauci, the leading adviser of US Health dept did this, and escaped consequences. Others manufacturing in China grew rich but there were reports of ‘inferior quality’ of their vaccine, including by the Chinese people not just those overseas. The wealth accumulated by others like Bill Gates who pushed the vaccine agenda pain even more wealth and Premier Dan Andrews set up a Moderna factory near the end of the epidemic.
Well known researches showed links between the spike protein in the vaccine and disease and autopsies found the spike protein (a foreign synthetic substance) oozing form dead bodies in spirals at times (no ownder there were so few autposies in thefirst year)….The body could not accommodate or syntheses the spike protein-hence some had heart clots or heart infarctions or auto immune reactions. But this was ‘swept under the carpe’t….The DNA changes and experiments on pigs and animals was not something many heard of either.
The media hype spoke only of the number of deaths and after a year or two started to aim at children having the vaccine (the next target).
As I see it, God saw all this and He will judge those who have gained wealth through illegal means or who have used the hype and panic (survival v death arguments) to push the mandatory vaccine. It was a tragedy I am sure God wept over but in Jeremiah we read ‘the human heart is deceitful and wicked’ and without a belief in God and accountability -and with no seeking after truth, mankind can destroy and can harm without a conscience. May those responsible be forgiven and repent. Meanwhile I feel very sad for all who lost loved ones or who were damaged and also can see doctors and nurses were forced into complying – or to lose their jobs. The same with teachers, ambos and many others who were on the front line. It was a terrible price to pay.
I thank God for the courageous ones who did the research, spoke out or made a stand in order to help protect others- often at great cost, and losing their reputation and their status as a top professor, doctor or nurse or health specialist.
I end by saying each person decides this issue according to their conscience and best ablity. Thankfully at times sound evidence is published and not hidden so reserachin the topic is advisable.
